Different types of systems require different types of initialization. This way programmers do not need to worry about implementations specific details.
Notice that the arguments are sent by reference to MPI_Init. This is to support systems like the MacIntosh that do not send a copy of the command line.
As PARAMETER is a reserved word in FORTRAN, we will use the word argument also for C function calls.
